Herbert W. Armstrong founded the Worldwide Church of God in the late 1930s, as well as Ambassador College in 1946, and was an early pioneer of radio and tele-evangelism, originally taking to the airwaves in the 1930s from Eugene, Oregon.

Before I answer the question "WHERE is Headquarters?" let me once again define the word "apostle." An apostle is "one sent forth."

Jesus Christ was and still is the HEAD of God's Church. But Jesus was NOT a "9 to 5" office executive. He kept moving from town to town. Had today's State of California politicians been in Jerusalem then, they would have accused Him of "siphoning off huge sums of money for His own use." Jesus TRAVELLED to spread the Gospel of the KINGDOM OF GOD. If

He were here today He would travel as I do. They travelled then mostly by foot — or by ship — but Jesus wore FINE QUALITY CLOTHES.

"Headquarters" then was wherever Jesus happened to be. Headquarters today is in my very small office in Tucson, Arizona.

Some get the idea that Headquarters is in Pasadena — that someone or ones there MAKE ALL THE DECISIONS — devise all the future PLANS.

You read in the Pastor's Report of how often various ones are in touch with me. Do you assume that they merely once in a while tell me what HEADQUARTERS has decided?

For a year now, I have taken back FULL CONTROL of the Church, the College, the Foundation. I HAVE MADE ALL THE DECISIONS! I have made all the plans for the future. If others at Pasadena have ideas they wish to implement they must clear it with me, and have my approval.

What I am trying to say is, THIS ENTIRE WORK IS, ON THE EARTHLY HUMAN LEVEL, HEADED BY ME JUST THE SAME AS IF I WERE STILL LIVING IN PASADENA, AND WORKING FROM MY OFFICE THERE EVERY DAY!

I am in CONSTANT contact with the heads of EVERY DEPARTMENT. I have many telephone calls every day. I call individuals, pairs or groups to Tucson when I need to go over things with them personally instead of by phone. I have NOT relinquished my leadership over the Work in any manner.

A part of our Headquarters staff has been moved here — especially in the Mail Processing department. Money is opened here, recorded, and banked, exactly as it was in Pasadena, and by the same trusted and loyal staff.

When Jesus was on earth, "Headquarters" was wherever Jesus was at the minute. Now He operates this great Work through His chosen apostle — and Headquarters is WHEREVER HIS APOSTLE IS!
