It's now decided! Germany - not France - is to lead in final plans to unite Europe politically - without waiting for other Common Market nations! Britain will not participate in the initial talks. Just as we go to press a surprise announcement has been issued from Bonn, West Germany. It's official at last. Europe is to be integrated politically! And West Germany is to take the lead in planning the union of the continent!
