What do the United States and the Soviet Union expect from closer relations? Can these two nations really patch up their differences? Russia and the United States have never directly fought each other in a war. Both have, in fact, been allies in war. Why, then, have the United States and Russia looked suspiciously at each other since the close of World War II?
