Achieving a Middle East ceasefire was difficult. Creating a permanent peace will be even more so. Can the United Nations meet the challenge? Since the creation of the state of Israel by the United Nations in late 1947, the world organization has been frequently involved in efforts to quell hostilities and ease tensions between Israel and her Arab neighbors. Scores of speeches have been delivered. Numerous resolutions have been passed. But a permanent settlement to the Middle East problem has eluded the United Nations for a quarter century.
