WASHINGTON: Every morning the President meets with his chief aides to decide who they are going to blame that day for anything that went wrong. It is a very important meeting because, when you allocate blame in the White House, you have to make sure it doesn't backfire on you. The sessions go something like this. "Things are going very bad in South Vietnam. Who are we going to blame for it?" "Congress, of course, Mr. President."
