Behind the Call for a "NUCLEAR FREEZE" in Europe

The Soviet Union faces a grim paradox: the more its worldwide nuclear advantage grows, the greater is its future insecurity close to home in Europe. On March 16 President Leonid I. Brezhnev announced a unilateral moratorium on deployment of intermediate range nuclear missiles in the European part of the Soviet Union. The 75-year-old Soviet leader further pledged that some missiles now in place would be removed later this year. And that some older single warhead SS-4 and SS-5 missiles would not be replaced with the newer, more powerful, triple warheaded SS-20s. The Soviet Union is already believed to possess 300 SS-20s, two thirds of which are targeted upon key population and strategic centers in Western Europe.
